GRANT NAME: Challenge Facility for Civil Society (CFCS)
FUNDER: Stop TB Partnership

Objectives: At the end of the project implementation, ENGAGE TB aims to:

  • Empower TB patients to report barriers to care
  • Promote people-centered and responsive TB care, especially those from the vulnerable groups
  • Promote evidence-informed community-initiated actions, advocacy, or reforms for TB care

Achievements:

  • Development of the Care TB app (adapted One Impact app)
  • Trained 107 persons with TB and 23 health workers
  • Established community-led monitoring (CLM) Core Group

GRANT NAME: Improving TB and DR-TB Quality of Care Through Workplace Policies and Practices

Objectives:

  • Intensified and Active Case Finding in NCR, Region 3, Region 4A and Cebu City

Achievements:

  • Conducted hospital-based intensified case finding activity in public hospitals in NCR, Region 3, Region 4a, and Cebu City
  • Conducted Active Case Finding in high-risk specialty clinics, formal and informal workplace through established partners
  • Conducted ACF aligned with the City-wide TB Elimination Campaign (CiTEC) - TB model in Cebu City to develop an implementation model for UHC reforms

GRANT NAME: USAID Philippines: TB Innovations and Health Systems Strengthening

FUNDER: USAID subrecipient to FHI 360

Objectives:

  • At the end of the implementation, members of the Employers Confederation of the Philippines (ECOP) will mainstream ongoing workplace annual and pre-employment screening activities to contribute directly to the National TB Program.

Achievements:

  • Initiated the development of a Reporting Policy Framework
  • Developed a one-stop web platform for adopting the TB in the Workplace model with Dashboard M and E analytics to track milestone progress of member companies
  • Developed E-learning modules developed for capacity-building and sensitization of OSHCs and stakeholders
  • Workplace engagement and provision of technical assistance in establishment and implementing a TB in the workplace program guided by Five-level Milestone approach toward establishing a TB in the workplace
  • Active Case Finding Activities among ECOP member companies, and informal working groups

GRANT NAME: Challenge Facility for Civil Society Round 10

FUNDER: Stop TB Partnership

Objectives:

  • This project envisions moving a step forward towards a holistic approach for TB care - one that is community-inclusive, rights-based, and gender-responsive. This will be achieved through the integration of clinical, CRG, and stigma facets of TB to a decision support tool for improved decision making.

Specifically, it aims to:

  • Assess the determinants that are attributed to indigent Filipinos' access to TB care, mainly focusing on CRG and stigma aspects, within the context of the COVID-19 pandemic
  • Assess what are the current strategies and mechanisms being provided to address the TB burden among the indigent Filipinos in the context of the COVID-19 pandemic
  • Establish a monitoring and evaluation framework to ensure optimal analysis of TB data and appropriate use of information to inform programmatic decision making

Objectives

  • M+ aims to improve the quality of diagnosis and mandatory reporting of TB among stand-along physicians (SAPs) in the 2nd District of NCR through a bold business-to-business model of a network of laboratories, connected to back-end GeneXpert testing hubs. The project also aims to increase access to first-line TB medications through the intermediary facility of InnovationsCH, Kalinga Health.

Key Activities:

  • Establishment of the network of SAPs and laboratories, linked to back-end central Xpert testing hubs
  • Provider engagement to improve quality of diagnostics and overall TB care
  • ITIS case registration and assistance in the deployment of ITIS Lite for private provider mandatory notification of TB cases
  • Pooling of PhilHealth claims for provider incentivization and sustainability of the project in addition to other income generation streams
  • Evidence generation through implementation science research for advocacy

Objectives:

  • To assess the effectiveness of the Kalinga Health model in increasing case detection rate, case notification rate, percentage of B+ cases, Integrated Tuberculosis Information System (ITIS) registration and notification, and TSR [Interrupted time series, and difference in difference study comparing the intervention and the control sites]
  • To assess the acceptability and feasibility of the model among the partner doctor providers and patients [Mixed Methods: Survey and FGDs

Achievements:

  • Created a network of private medical providers seeing TB patients
  • Utilized a professional “sales force” to develop a referral network of private providers linked to the TB center
  • Screening at Out-Patient Departments (OPD) of private clinics among persons waiting to be seen by doctors and diagnosis in the same clinic’s laboratory.
  • Provided Public-Private Mix (PPM) options for physicians for their TB presumptive patients.
  • Strengthened Kalinga Health as an intermediary facility providing consultation, treatment, diagnostics, case holding and follow-up, linking private providers to the National Tuberculosis Control Program (NTP).

Leading and Empowering Antigen-based Diagnostics to find COVID19: A novel hub-and-spoke aggregator model of expanding Ag-RDT delivery in the Philippines

GRANT NAME: INNOVATIONS IN COVID-19 ANTIGEN RDT ROLLOUT IN UNDERSERVED POPULATIONS

About the Project:

Consistent with its name, the LEAD to find COVID19 project will augment the current SARS-CoV-2 testing capacity through an innovative rollout of rapid antigen tests. The key feature is a hub-and-spoke aggregator model where existing NGO-managed clinic-laboratory hubs will serve as the technical and clinical resource to capacitate at least 300 providers to reach the underserved populations in Metro Manila.

The hubs shall harness economies of scale by tapping spoke aggregators - 1) private healthcare facilities - diagnostics, 2) private healthcare facilities - non-diagnostics, 3) workplaces clinics, 4) and other non-traditional C19 testing public and private healthcare settings - as the main recipients of training. This hybrid training-of-trainers and training-of-providers strategy is seen to answer the increasing rates of C19, the low diagnostic testing rates on key underserved populations, low investments, and the acceptability of antigen testing in the Philippines.

Objectives:

This project aims to develop a training package and roll out plan for HTS providers in collaboration with the World Health Organization, Department of Health, and US Centers for Disease Control and Prevention.

Specifically, this project aims to:

  • Identify training needs of HTS providers.
  • Identify learning content and appropriate learning materials/platforms for HTS providers
  • Develop and pilot test a training package for HTS providers
  • Develop a roll out plan for the training of HTS providers

  • Develop demand generation materials for HIV testing services
  • Assist in the rollout of a demand generation plan based on the results of stakeholder consultations

Innovations for Community Health (InnovationsCH) in partnership with Prevo Design and Innovation (Prevo), a learning and development firm, specifically aims to:

  • Assess the barriers to access of routine viral load testing, management of virologic failure, including access to drug resistance, genotyping tests and access to second and third line medications through review of documents;
  • Conduct a Focus Group Discussion (FGD) with providers to validate findings from the desk review and to supplement the assessment;
  • Develop job aids and instructional design using a Training of Trainers (ToT) approach

Objectives:

This project aims to help poor children with disabilities receive much-needed OT, PT and ST services despite the mobility, physical and social restrictions ensuing from COVID-19. This can be achieved by enabling community-based programs such as Therafree and Project TEACH to adapt to the times by equipping them with appropriate and evidence-based instructional materials and processes needed for the remote delivery of therapy services in community settings.
